CONCLUSIONE DEL PROTECT ERASMUSPLUS PROJECT A BERLINO

NEL CORSO DELLA CONFERENZA ANNUALE DI VICTIM SUPPORT EUROPE

INTERVENTO DI GRAZIA AZZALI DELL’ASSOCIAZIONE SPONDÉ – BERLINO 7 giugno 2023

“Siamo emozionate di essere qui a conclusione del progetto PROTECT che è stato per noi una preziosa esperienza di condivisioni delle buone prassi, ma anche dell’entusiasmo e delle difficoltà che ognuno vive nei diversi paesi – e che ha permesso la nascita di nuove relazioni tra operatori del settore che siamo felici di rivedere anche qui a Berlino.”

La storia di Avire (Sportello per l’accoglienza, l’ascolto e l’orientamento di persone vittime di reato) nasce a Viterbo com’è noto nel 2016 – quando, per dare seguito a quanto previsto dalla Direttiva Europea 29/12 (Establishing minimum standards on the rights, support and protection of victims of crime) l’associazione Spondé ha cominciato un’opera di sensibilizzazione presso le principali istituzioni territoriali della Provincia di Viterbo.

Sono serviti circa 3 anni di incontri per arrivare alla costruzione delle rete attuale, composta da 19 enti istituzionali che hanno firmato una convenzione nel maggio 2019: Province of Viterbo – e altri 4 comuni del distretto socio-sanitario della Provincia di Viterbo, Municipality of Viterbo, Prefecture, Court of Viterbo, Public Prosecutor’s Office of Viterbo, Police Headquarters, Carabinieri Command, Asl Viterbo, University, Order of Lawyers and Order of Psychologist of Lazio, Civil Chamber, Remand Prison of Viterbo and Office of External Criminal Enforcement of Viterbo. E’ importante sottolineare che l’associazione non è tra i firmatari della convenzione, proprio perché si è voluta garantire la natura pubblicistica dello sportello.

Lo sportello è stato inaugurato a maggio 2021 (e qui alle mie spalle potete vedere alcune foto di quel giorno) e ha iniziato a essere operativo immediatamente. Gli spazi sono messi a disposizione, come previsto nella convezione, dalla provincia di Viterbo e il servizio è aperto 3 giorni a settimana, due mattine e un pomeriggio, garantendo la presenza di due operatori formati per l’accoglienza della persona vittima.
In questi primi due anni è stata portata avanti anche una importante opera di sensibilizzazione e formazione degli operatori degli enti firmatari (Forze dell’ordine, Asl, Comune di viterbo), raggiungengo oltre 100 persone.

La convenzione – che è oggi in fase di aggiornamento –
costituisce un tavolo tecnico composto dai rappresentanti dei soggetti firmatari. Questo tavolo ha il compito di: supervisionare l’attuazione e andamento del progetto; convocare ogni 6 mesi incontri istituzionali per lo sviluppo della rete; report annuale.
La NUOVA convenzione prevede entro il 2023 l’apertura di ulteriori sportelli nei comuni del distretto.
All’interno della convenzione è stabilito l’impegno concreto di ciascun partner. Ad esempio:

  • comuni: oltre a promuovere il servizio, si impegnano a sostenere anche economicamente le attività, prevedendo annualmente una quota nel bilancio di ogni ente, secondo il principio di una solidarietà sociale;
  • università… ricerca

Un elemento importante di novità è l’introduzione del trattamento dei dati della persona vittima.

Quindi il progetto sta procedendo con un’evoluzione positiva e consistente, grazie soprattutto alla forza e alla partecipazione della rete.

“We are thrilled – it’s a great pleasure to be here at the conclusion of the PROTECT project, which has been an amazing experience for us in sharing best practices, as well as the enthusiasm and challenges that each country faces. It led to the establishment of new relationships among practitioners, and we are delighted to meet again some of them here in Berlin.”

The story of Avire (Office for the Welcoming, Listening, and Orientation of Crime Victims) began (bighen) in 2016 when, in compliance with the provisions of European Directive 29/12 (Establishing minimum standards on the rights, support, and protection of victims of crime), the Spondé association started awareness-raising initiatives with the main territorial institutions of the Province of Viterbo.

It took approximately three years of meetings to establish the current network, composed by 19 institutional entities that signed an Agreement in May 2019. The network includes the Province of Viterbo, four municipalities in the health district of the Province of Viterbo, the Municipality of Viterbo, the Prefecture, the Court of Viterbo, the Public Prosecutor’s Office of Viterbo, the Police Headquarters, the Carabinieri Command, the Viterbo Local Health Authority (ASL), the University, Order of Lawyers and Order of Psychologist of Lazio, Civil Chamber, Remand Prison of Viterbo and Office of External Criminal Enforcement of Viterbo. It is important to note that the association is not among the signers of the Agreement, precisely to ensure the public nature of the service.

The service was inaugurated in May 2021 (and here behind me, you can see some photos from that day) and immediately became operational. As stipulated in the Agreement, the premises are provided by the Province of Viterbo, and the service is open three days a week, two mornings and one afternoon, with two trained operators available to assist victims. In these first two years, an important awareness-raising and training program has also been carried out for the operators of the signing entities (law enforcement, Local Health Authority, Viterbo municipality), reaching over 100 people.

The Agreement – which is actually being revised and updated – , creates a technical committee made up of representatives from the signing entities. This committee is responsible for supervising the implementation and progress of the project, organizing institutional meetings every six months to develop the network, and producing an annual report. The NEW Agreement aims to open additional offices in the municipalities that are part of the district by 2023. The concrete commitment of each partner is specified within the convention. For example:

  • Municipalities: In addition to promoting the service, they commit to supporting the activities financially, allocating a quota of their annual budget, based on the principle of social solidarity . . .
  • University: Research…

An important new element is the importance given to the protection of the personal data of the victims.

Therefore, the project is advancing positively and significantly, thanks primarily to the strength and participation of the network.
